4. Apply online or by mail - Steps to Justice

You can apply for a (PR) card online or by mail.

Apply online

Create an account on the Permanent Residence Portal or sign in to your existing account.

Complete the Application for a Permanent Resident Card (IMM 5444) digitally in the portal. If you need more space, you can upload a separate signed document with your name, number, and the number of the question you are answering. And upload:

a completed Document Checklist – form IMM5644,
copies of all required supporting documents including the fee receipt and proof that you meet the residency requirement, and
the front and back of a permanent resident photo of you taken in the last 12 months.

You may also need other forms. For example, to change the gender identifier on your PR card, send the Request for a Change of Sex or Gender Identifier [IRM 0002] form.

After completing the consent and declaration, click submit to send your application to IRCC.

Apply by mail

If you cannot apply online, apply by mail. Print, fill out, and sign the required forms, including:

Application for a Permanent Resident Card or Permanent Resident Travel Document (IMM 5444). If you need more space, include a separate signed sheet of paper with your name, Unique Client Identifier (UCI) number, and the number of the question you are answering.
a completed Document checklist IMM 5644
any other forms that apply to your situation

You also need to include:

photocopies of all required supporting documents, including the fee receipt and proof that you meet the residency requirement. Pay your fee online and print the fee receipt.
two original identical permanent resident photos of you, taken in the last 12 months, in a small envelope labelled with your name. Do not use staples or paper clips.

Make a photocopy of your complete application and keep it for your records.

Put your application in an envelope and send it by regular mail or courier.
